Immigration Business Plans

Business plans that satisfy IRCC and provincial nominee officers

Entrepreneur immigration lives or dies on the business plan. Officers assess investment, ownership, job creation and viability against published criteria โ€” and refuse applications whose plans don't answer them. We prepare plans built to those exact criteria, working alongside your licensed immigration consultant or lawyer.

2026 update โ€” federal Start-up Visa suspended; new entrepreneur pilot coming

IRCC stopped accepting new Start-up Visa applications after December 31, 2025 (except applicants holding valid 2025 commitments), paused the Self-Employed Persons Program, and has announced a transition to a new, targeted pilot program for immigrant entrepreneurs with details expected during 2026. Provincial entrepreneur streams and work-permit pathways remain active, subject to each province's intake windows. We track these changes and confirm the current position before any engagement.

Pathways

Entrepreneur pathways we prepare plans for

Provincial Nominee Entrepreneur Streams (PNP)

Permanent residence pathwayAll provinces

BC PNP Entrepreneur Immigration, Alberta's AAIP entrepreneur streams (including Rural and Graduate), SINP Entrepreneur, MPNP Business Investor, OINP Entrepreneur, and the Atlantic and territorial streams. Each has published minimum investment, net worth and job-creation thresholds โ€” and each scores the business plan directly.

  • Plan mapped to the stream's scoring grid: investment, jobs, location, sector priority
  • Performance-agreement-ready projections you can actually meet
  • Registration/EOI stage and full-application stage documents

C11 Entrepreneur / Self-Employed Work Permit

LMIA-exempt ยท IRPR R205(a)

A work permit for entrepreneurs whose business will create significant economic, social or cultural benefit to Canada. The officer's decision rests almost entirely on the business plan's credibility โ€” ownership, financing, market evidence and benefit to Canadians.

  • "Significant benefit" argument built with evidence, not adjectives
  • Source-of-funds and investment documentation coordinated with our accounting practice

Intra-Company Transfer (ICT)

LMIA-exempt ยท Multinational expansion

For established foreign companies opening a Canadian branch, subsidiary or affiliate and transferring executives, managers or specialized-knowledge staff. IRCC expects a credible Canadian expansion plan: premises, staffing plan, financial capacity and a realistic path to active operations.

  • Canadian market-entry plan with staffing and organizational charts
  • Parent-company financial capacity analysis

New Federal Entrepreneur Pathways

2026 โ€” details emerging

IRCC has signalled a new targeted pilot for immigrant entrepreneurs to replace the Start-up Visa. We monitor announcements and prepare pilot-ready plans as criteria are published โ€” and we support existing SUV work-permit holders transitioning to permanent residence.

  • Plans updated to new criteria as IRCC publishes them

LMIA-Supported Applications

Employer compliance

Where a Labour Market Impact Assessment underpins a work permit, employers must demonstrate a genuine, financially sound business. We prepare the business and financial documentation supporting genuineness and ability to pay.

Quebec & Francophone Streams

Distinct rules

Quebec operates its own entrepreneur and investor programs with distinct requirements, and francophone mobility options exist elsewhere in Canada. Plans are prepared to the applicable program's published criteria.

Why officers refuse

The five plan failures behind most entrepreneur refusals

  • Generic template plans โ€” officers see hundreds; unmodified templates signal a passive investment, not a genuine business
  • Unrealistic projections โ€” revenue that no comparable business in that city achieves
  • Vague job creation โ€” streams require specific, timed, full-time-equivalent commitments
  • Unexplained source of funds โ€” investment capital must trace cleanly; we document it to an accountant's standard
  • No local market evidence โ€” a plan for "Canada" rather than a street address, a trade area and named competitors

Our role: we prepare the business plan, financial projections and source-of-funds documentation. Licensed immigration advice and representation come from your RCIC or immigration lawyer โ€” we work with them routinely, or can suggest the questions to ask when choosing one.

Every immigration plan includes.

  • Stream-specific compliance matrix โ€” every published criterion, answered
  • Investment breakdown and capital deployment timeline
  • Job creation schedule with NOC codes and wages
  • Local market analysis with named trade area and competitors
  • 5-year financial projections with defensible assumptions
  • Applicant capability narrative tied to the business model
  • Exit/performance-agreement risk discussion where applicable
